No tripod was used. It was set on a railing of a bridge which many people were walking on it. Took me about 10 shots since the bridge was shaking as when I had my camera sitting on the railing with my hands holding the camera.

Nice! Really like the flow/ blur effect of the water
How do you achieve that? My guess is to have a longer shutter speed?

Yes and I used a filter to slow down the shutter speed.
